What is a Prompt Remedy Notice (PRN) from the BSR?

A PRN is issued where the BSR wants a particular issue addressed. It usually relates to a building feature where the safety case has not adequately explained the associated risk.

A Prompt Remedy Notice (PRN) may be issued where the BSR wants a particular issue identified during its assessment to be addressed.

This may relate to a specific feature of the building where the safety case does not adequately demonstrate that the associated risk is understood and managed.

For example, the regulator may raise questions about:

  • balconies and their construction or attachment
  • precast structural elements
  • façade or cladding support systems
  • compartmentation
  • structural alterations
  • fire protection to structural elements
  • particular construction types or materials

The issue is not necessarily that the feature itself is unsafe.

The problem may be that the safety case has not adequately assessed or explained the risk associated with it.

For example, stating:

"The building has precast concrete elements."

is a building fact.

It does not necessarily demonstrate an understanding of structural risk.

The regulator may need to understand what those elements do, how they are supported or connected, what credible failure mechanisms exist, what is known about their current condition and what measures provide assurance that the associated risk is being managed.

A PRN should therefore be approached as a specific risk question, rather than simply as a request for more narrative.
