There is no simple pass-fail checklist that guarantees a Building Assessment Certificate.

However, the Building Safety Regulator publishes the criteria its multidisciplinary teams use to assess Building Assessment Certificate applications. These provide a valuable framework for reviewing a safety case before submission.

The criteria cover considerably more than whether particular sections or documents are present. Assessors consider whether the information provided demonstrates an understanding of the building and its risks.

This distinction matters. A report can contain a fire risk assessment, structural assessment and fire strategy and still fail to demonstrate how their findings have informed the management of building safety risk.
